The dielectric strength of an oil is a measure of the voltage at which an oil will conduct. The presence of contaminants in an oil may reduce the breakdown voltage of that oil.
Testing the breakdown voltage of an oil sample is generally considered as an important part of the regular maintenance of transformers.
The source of the contaminants would then need to be investigated.
